The new PPWR regulation: the future of packaging and sustainability in Europe.

The Packaging and Packaging Waste Regulation (PPWR) is the new European Packaging and Waste Regulation. This legislation has been adopted to replace the old Directive (94 / 62 / EC) with a clear objective: to transform and make the entire life cycle more sustainable. packaging in the European Union.

This strict packaging regulation came into force in 2025 and will apply in general from August 2026.

What is the main objective in the packaging sector?

The PPWR The main aim is to reduce the environmental impact of packaging, promote the circular economy and establish common rules for the entire European market. To achieve this, it redefines the manufacturing and management requirements of the packaging through the following key points:

Reduction of packaging and sustainable design waste: the packaging must be designed to minimize waste. Unnecessary or excessive packaging formats are limited, and eco-design criteria are applied to facilitate their actual recycling.

– Impulse to Reutileisation: European legislation encourages reusable and rechargeable packaging systems for certain sectors, reducing single-use product dependence.

Crtechnical circumstances and compulsory recyclability: Under the new PPWR framework, all types of packaging should be easy to recycle. Although the legislation defines detailed technical criteria to be applied progressively (as minimum rates of recyclability measurable according to standards), the final goal is to achieve a real and economically viable recyclability of all packaging by 2030.

Compulsory recycling content in plastic packaging: the PPWR regulation sets increasing targets for the inclusion of recycled material in plastic packaging. In this way, demand for post-consumption materials is strengthened and a true circular economy is promoted.

Clear labelling and transparency: In order to ensure the success of the rules, packaging shall include clear, visible and accessible information. This will make it easier for consumers to correct classification, separation and recycling of packaging in their businesses and homes.

Chemical safety (REACH and RoHS): comply with European standards, ensuring that they do not contain dangerous substances (HCV) above 0,1% or heavy metals (lead, cadmium, mercury and hexavalent chromium) exceeding 100 mg / kg.

Efficient design (PPWR Art.10): The packaging is structurally optimized to minimize the use of material in accordance with the law.

Future adaptation (PPWR Art.6 and 7): its recyclability conformity is projected for the 2030-2035 horizon, and it is specified that it does not currently contain post-consumption recycled plastic (PCR), does not use materials of biological origin or is reusable.
